ARTL - Automated Registration of Title to Land

Until now this section of the Society's web site has been devoted to the history, evolution and development of ARTL. Registers of Scotland launch ARTL  on 31 January 2007. Accordingly this section has been reshaped as a resource of practical ARTL information.

First full transfer of title under ARTL
The first full live transfer of a property title which included the processing of Stamp Duty Land Tax successfully took place through the Automated Registration of Title to Land (ARTL) system Thursday 17th April 2008, marking a key milestone for the ARTL project. Further live testing will be carried out over the next month or two but rollout to the profession in summer/autumn 2008 looks realistic.

ARTL Licence and Sign Up
Registers of Scotland continue to work with their strategic IT partner, BT, in finalising the development of the new ARTL system. The ARTL system will be rigorously tested to ensure that is ready for service before it is released to organisations that are licensed to use the system.

ARTL Information Packs were issued on 29 January 2007 to all solicitor firms, local authorities and lenders who had requested a licence to use ARTL. The pack contains information on various aspects of ARTL including the requirements of the Public Key Infrastructure for digital signatures and explains the roles of the Local Registration Authority (LRA) and the Practice Administrator. Information Packs will now be issued as part of the licence allocation process to all organisations who apply for a licence to use the ARTL system.

As part of the Public Key Infrastructure requirements, a member of staff for Registers of Scotland will visit each organisation granted a licence to use ARTL. The principal reason for the visit is to meet with each organisation's LRA(s) and to verify and record within the ARTL system the documentary evidence used to establish the identity of the LRA(s). In order to manage the sign-up process Registers of Scotland are now taking the names and business addresses of the nominated LRAs and Practice Administrators along with the estimated number of smartcards required by each licence holder. Smartcards are required to authorise critical steps of the ARTL process and will be provided free of charge by Registers of Scotland. Firms will also require a Smartcard Reader to use the smartcards and the Society has negotiated a deal with Trustis to supply these.
