Modern and effective regulation acting in the public interest

Between 1 November 2024 and 31 October 2025, we will provide modern and effective regulation acting in the public interest by carrying out the following activities:

Licenced Legal Services Providers

We will work towards delivering the licensing of new legal service providers with alternative business structures.

Reform complaints handling

We will improve our own processes so conduct complaints are dealt with as efficiently and effectively as possible under the existing legislation.

Public trust/public interest

We will promote and protect the public interest and ensure public trust in our regulation.

Proportionate and risk-based regulation

We will make our financial and anti-money laundering (AML) regulation more proportionate and risk based.

Route to qualification review

We will continue to explore viable alternative routes to qualification.

Regulation of Legal Services (Scotland) Bill

We will begin the transformation of the regulation of legal services in Scotland after the Regulation of Legal Services (Scotland) Bill is enacted.

Judicial Factors (Scotland) Bill

We will work to deliver a modernised statutory regime for Judicial Factors in Scotland under the Judicial Factors (Scotland) Bill when enacted.

Admissions Regulations

We will seek to amend the Admission as Solicitor (Scotland) Regulations 2019, in line with the changes proposed by the Admissions Sub-Committee, following a review of those regulations and conditional on the concurrence of the Lord President.
