Kenneth Htet-Khin

Solicitor
The Scottish Parliament

Team Leader: Chamber and Committee team within legal services at the Scottish Parliament.

Kenny heads the Chamber and Committee Team. His team supports the various parliamentary committees and the Chamber desk in the managing of their business, with a particular focus in sub judice and defamation issues. The team also provides legal advice to Members in bringing forward legislative proposals and works closely with the Parliament’s Non-Government Bills Unit and legislative drafters, progressing Bills from policy inception through to being on the statute book.

Prior to joining the Scottish Parliament’s Legal Service, Kenny worked for the Government Legal Service for Scotland. He was Head of the Rules Rewrite team within the Lord President’s Private Office, implementing Court reform.  He has also worked for the Scottish and UK Governments and has headed both the devolution issues and immigration litigation branches within the Advocate General’s Office. Kenny has instructed cases in the Judicial Committee of the Privy Council, the House of Lords, and the Supreme Court. Kenny previously worked in private practice.
